Office of Civil Defense on Blue Alert from May 11-14 for the elections

CAMP AGUINALDO, Quezon City – The Office of Civil Defense (OCD) Administrator Undersecretary Ariel F. Nepomuceno has appealed to the public to stay vigilant and cooperative as the country prepares for the upcoming national and local elections on May 12.

In line with the recent NDRRMC Memorandum No. 102 s. 2025, the National Disaster Risk Reduction and Management Operations Center (NDRRMOC) will raise its alert status to Blue from May 11 to 14. This move is part of the preparations to ensure smooth coordination among all relevant agencies during this critical period.

Duty officers from the Armed Forces, Bureau of Fire Protection, Philippine Coast Guard, and Philippine National Police (PNP) have been instructed to stay on duty at the NDRRMC to provide real-time responses, support requests, and address issues that may arise from regional disaster councils and partner agencies.

Regional offices of the OCD and disaster management centers will intensify monitoring efforts, gather and review reports on election-related incidents, and work hand-in-hand with authorities to help maintain a safe, secure, and orderly election process.

“The role of the OCD is crucial in promoting a culture of preparedness and resilience,” said Undersecretary Nepomuceno. “We’re calling on everyone—candidates, voters, and stakeholders—to cooperate with authorities and stay alert during this time. A peaceful and safe election depends on our collective effort.”

He added, “Our commitment is to respond swiftly and effectively to emergencies. We will work closely with all partner agencies to keep order and ensure safety as we go through this busy period.”

The public is also encouraged to stay alert and cooperate with law enforcement and disaster response teams. All agencies involved will continue monitoring election activities and incidents, sharing updates through the NDRRMC dashboard and maintaining open lines of communication.

Meanwhile, the Philippine National Police (PNP) reports that it’s monitoring 362 election hotspots— a significant drop from 941 in 2019 and 844 in 2022— showing ongoing efforts to keep the election peaceful.

As the election day approaches, everyone is urged to stay calm, vigilant, and cooperative. The OCD and its partners remain committed to safeguarding the integrity of the electoral process and ensuring everyone’s safety.
